It’s hyperbole + I think it was implied that the emoji was being sent in a DM (since rizz is usually used in the context of being charismatic with women)

Thanks to this post I learned instead of telling Siri “smiley face” ( :-) ) I can say “smiley emoji”.
Unfortunately I get 😊 instead of 🙂.
