    But Trump is threatening to not pay the back pay and only pay those who pledge allegiance to him.

      This is inaccurate.

      Trump is threatening no back pay for furloughed employees. Employees coming in to work still will recieve back pay for hours worked.

      However, Trump can threaten all he wants, but it was codified into law during his last administration that all furloughed federal workers are garunteed back pay. Now Congress would have to change that law when passing the budget to make Trump’s threats come true. That would be a very bad vote for many Republicans, and a non-starter for the Democrats.

      So short of breaking the law, it’s just the incoherent ramblings of our senile president. He still might try it though

        “Short of breaking the law” - you are aware we are talking about Trump here. Adherence to the law is not among his strong points.

      They mean to continue operating the agencies at the previous budget level, until a new one is set.

      The current system makes it too easy for the side trying to tear everything down.
