You seem to underestimate how many companies and government organizations rely on American hyperscalers. It will take many years to replace these with something European. The same for Android and iOS, Windows and macOS and all the apps that were built for these. Cisco and Juniper - sure, just replace all of their hardware with something European.

When the password file has changed on my home server and on the phone, Keepass2Android will ask if it should merge the databases. I’m not sure what Syncthing would do in that situation.

It would need either a high voltage DC power line between the countries, or the electricity could be used to create hydrogen or ammonia and then ship that. There have been plans to create such power lines, e.g. Xlinks Morocco–UK Power Project (cancelled) and “Desertec 2.0” (very new proposal).
Maybe it will happen in the future, but for now these solar-rich countries probably want to use this energy for themselves.
