Meanwhile in response to Israel stealing more Syrian land, the US urged all parties to respect the 1974 Golan Heights Disengagement Agreement… despite being the only nation on earth to recognize Israel’s annexation of the Golan Heights, which effectively voided the agreement entirely.

Honestly its sort of fair and just basic ass-covering. If some dummy out there gets the bright idea that they can kill someone because they’ll get a jury nullification anyway, and it turns out they discussed that here, it’s not great legally. No one wants to end up like 8chan.
Eventually, Turkey and Syria will be strategic allies and hopefully Turkish industry and political cover can help Syria safeguard itself from Israel’s maniacal Lebensraum project.
Israel literally kept the Golan Heights as a buffer zone inside Syrian territory. It then annexed it and is now occupying new Syrian territory as a buffer zone for Golan Heights. Same in Gaza, same in Lebanon. This is an expansionist power which committs outrages against occupied Palestinians, then when Palestine’s allies invoke their right to protect Palestinians, it steals territory.
And only America and Europe can change that by ending their support for its settlements and military. Instead they scheme to undermine all of its neighbors, play on their Sykes-Picot divisions to ensure no progress is made unless it has the Israeli stamp of approval on it.

There is no published science definitively proving that it is harmful or helpful. The effects of this particular legislation, if it is impactful at all, remains to be seen. I’m just offering my opinion based on my personal experiences. I expect it to have some success in reducing acute adolescent mental health issues. If the matter is ever settled through consensus, I’ll defer to that.
Why not just look up how it actually works in the real world instead of hypotheticals
I support this move. Some here are delusionally arguing that this impacts privacy - the sort of data social media firms collect on teenagers is egregiously extensive regardless. This is good support for their mental health and development.

The EU does not recognize Hamas as the legitimate representative of the Palestinian Territories. It defines it as a non-state actor and a terror group, so what you said is also a terrible analogy. I don’t know why you keep using the word “justify”. Do you mean legally or morally? Sanctions would be targetted at specific individuals, firms and military/government components, not the state of Israel as such.
Sanctions against Russia couldn’t cite the ICC charges, because they began long before Putin was charged by the ICC.
Packages 11-14 were all issued after the ICC judgement. European Commission’s statements on the ICC warrant speak quite clearly about Russian culpability, not just Putin’s culpability.
I couldn’t think of a more absurd analogy. If Osama Bin Laden was Saudi Arabia’s head of state, and 9/11 was carried out by the Saudi military, and Saudi was party to the Rome Statute, then maybe you make such an analogy. As it actually stands, Netanyahu’s crimes were carried out by the state of Israel and that certainly has legal bearing inside the EU’s courts, with very recent precedent - sanctions on Russia citing the ICC arrest warrant for Putin. And Russia is not even party to the Rome Statute - the state of Israel is, and would be violating by not giving Netanyahu up.
No, it is in fact a study conducted by several credible groups and the “shady history” you speak of consists of allegations from the state inflicting these crimes on children. The children are not suffering “from war”, they are suffering from crimes against humanity perpetrated by the principle actor.
