First it would not only put us at war with every central and South America country but most of the EU and UN nations. South and Central America countries would instantly nullify their anti nuclear weapon agreements. Add in the fact that a large percentage of US citizens have ties to those nation so instantly there would mass unrest in every state. Hell the military wouldn’t be able to mobilize enough people willing to kill friends and family for an offensive war.
