It is the right move. Everything aside, this is a political symbol that has no place in football. With everything considered, it is a symbol used by the extremist arms of a right-wing, nationalist party, which is known for its gang-like political killings in the 80s. Their ideology is closer to phrenology.
It is a fascist symbol and nothing else. Unfortunately it is not shunned as such, usually due to lack of official association, but definitely has no place in either an international display or for kids who have no idea about the history of those who use it.
No the germans didn’t summon the ambassador over the gesture. Turkey summoned the german ambassador cause germany wanted to investigate if the gesture was a symbol of hate (which is a big no no in germany). So the germans now summoned the turkish ambassador over the whole situation.
