If you have a longer rope, you could try to continue with a middle loop on the legs like a garter belt. Assuming you have socks with hoops then you can thread the rope through them so it can hold the socks up.
Does it count as panties if it’s not covering what it should cover?
If stocking sewing is easy then you can make some yourself. If not, there are a few models that have a net sorta texture at the end. Or even just fishnet stockings.
